Our History

In 2005, the Town of Rocky Mount approached Harvey Design Land Architects, Inc. (HDLA) to inquire about a highly successful LEAF (The Lynchburg Expressway Appearance Fund) Project in Lynchburg, Virginia.

The Town of Rocky Mount hired HDLA to undertake a corridor study which would locate potential garden sites, conduct public presentations and develop a structure to begin Rocky Mount’s own corridor project.

HDLA, town representatives and a corridor committee appointed by the town selected 20 garden sites for design and construction. These gardens were selected for their potential aesthetic impact as well as well as their high visibility for motorists. Since these sites are on the Virginia Department of Transportation’s (VDOT’s) rights-of-ways, HDLA members worked together in conjunction with VDOT and the town council.

On August 14, 2006, the Town of Rocky Mount passed a resolution establishing the Beautification and Urban Design (B.U.D.) Commission as an agency of the Town of Rocky Mount. At that point, the Corridor Project became known as the B.U.D. Commission.

Rocky Mount was the first small town in Virginia to develop a Corridor Beautification Project.
